911 Association Names Scott Garten Senior Vice President – Safety, Operations, and Workforce Institute

Washington, D.C. — April 28, 2026— The 911 Association (911) today announced thatScott Gartenhasjoined the organization as theSenior Vice Presidentto run 911’s newly createdSafety, Operations,and Workforce Institute(SOW).

Garten joins 911 from the American Petroleum Institute(API), where he most recently served as Vice President of Product Management within the Global Industry Services division. In that role he led a portfolio ofcertification, training, and intellectual property programs,driving sustained organizational growth and expandingthe division’sinternationalfootprint.He managed a global team ofemployees and contractors while advancing strategic initiatives in workforcedevelopment andmarket expansion.

Prior to API, Gartenheld roles atIHS Markit and Thomson Reuters, where he built a strongtrack recordinsales and business developmentdelivering data-driven solutions to government and commercial clients.

In his new role, Garten willdefine,lead, and execute the vision and strategy for SOW in close partnershipwith 911 leadership and its affiliated nonprofit, the Clean Power Institute, ensuring strong alignment across mission, governance, and deliverables.

Garten holds an MBA from Georgetown UniversityMcDonough School of Business, aJ.D.,from The Catholic University of America Columbus School of Law, and a B.A., from Xavier University.
